On November 12, 2023, at approximately 5:00 am, Dallas Police responded to a collision in the 6700 block of Military Parkway.
According to the preliminary investigation, a car driven by 23-year-old Joel Rosales-Perez was traveling eastbound when it veered off the road, colliding with another vehicle and striking two individuals who were standing outside their car.
The suspect vehicle then re-entered the eastbound lanes and collided with a light pole. Regrettably, the two individuals struck outside the vehicle succumbed to their injuries at the scene. One victim has been identified as 21-year-old Lester Matute-Urquea, while the second victim's identification is pending confirmation from the Dallas County Medical Examiner’s Office.
Joel Rosales-Perez has been charged with two counts of Intoxication Manslaughter and has been taken into custody, being held at the Dallas County Jail. He is being held on a $200,000 bond.
