The City of Dallas has announced the implementation of Proposition R, known as the Dallas Freedom Act, following its approval by voters during the November 5, 2024, election. The measure, added to the Dallas City Charter, was proposed by Ground Game Texas and supported by a sufficient number of voter signatures, compelling the Dallas City Council to place it on the ballot.
Key Provisions
Proposition R prohibits Dallas police officers from arresting or citing individuals for Class A or Class B misdemeanor marijuana possession unless the offense is uncovered during the investigation of a violent felony or felony narcotics case. It also:
- Makes enforcement of misdemeanor marijuana possession the Dallas Police Department’s lowest priority.
- Restricts the use of city resources for THC testing, except for public safety purposes or violent felony investigations.
Statement from City Leadership
Interim City Manager Kimberly Bizor Tolbert affirmed the city's commitment to adhering to the new charter amendment. “The Dallas Freedom Act was adopted by a majority of the voters, and the City Council has directed that the city comply with the amendment’s provisions. The Dallas Police Department is prepared to implement these changes while maintaining its commitment to public safety,” Tolbert stated.
Next Steps
The Dallas Police Department has begun adjusting its policies to align with the charter amendment while emphasizing its ongoing focus on public safety. Residents are encouraged to familiarize themselves with the updated guidelines as the city transitions to enforcing Proposition R.
