Dallas Voters Approve Proposition U, Prioritizing Police and Fire Pension Funding

The City of Dallas has announced the passage of Proposition U, a Dallas City Charter amendment approved by voters on November 5, 2024. Initiated by a petition from Dallas HERO, the measure amends Chapter XI of the City Charter to establish funding priorities for the Dallas Police and Fire Pension System and public safety objectives.

Proposition U mandates that the city council allocate at least 50% of any annual revenue exceeding the prior fiscal year’s revenue to the pension system. Remaining funds from that allocation will support public safety initiatives, including:

  • Ensuring Dallas police officer starting pay ranks in the top five among regional departments.
  • Increasing the number of full-time sworn police officers to at least 4,000 and maintaining that ratio relative to population growth.

City officials affirmed their commitment to public safety and the effective allocation of resources to benefit residents.
