Former Lewisville Police Officer Charged with Sexual Assault and Official Oppression

A former Lewisville police officer, Filemon Perez, faces charges of Official Oppression and Sexual Assault stemming from an alleged incident involving inappropriate sexual conduct with a citizen during Thanksgiving week while on duty.

The Lewisville Police Department (LPD) launched both an internal and a criminal investigation immediately after being notified of the allegations. The Texas Rangers assisted in the criminal investigation. Perez was initially placed on administrative leave with pay as the investigations progressed.

On Tuesday, Perez resigned from the department after being informed he would be terminated for violating City Administrative Directives. On Wednesday, arrest warrants were issued after a Lewisville judge found probable cause for the charges.

LPD Chief Brook Rollins emphasized that this incident is unrelated to recent disciplinary actions involving other officers in a prostitution investigation. “The behavior in question is completely unacceptable and does not align with the values of the Lewisville Police Department,” Rollins stated.

Rollins reaffirmed the department's commitment to accountability and transparency. “Building and maintaining trust is a top priority, and we are dedicated to ensuring that our community has full confidence in the integrity and professionalism of their police officers,” Rollins added.

Perez, who joined the department as a patrol officer in May 2023, had one prior disciplinary action — a written reprimand in September 2024 for failing to activate his body-worn camera during a traffic stop.

The victim's identity has not been disclosed due to the sensitive nature of the case. The investigation remains ongoing.
