The Arlington Police Department is investigating an officer-involved shooting that occurred during an armed robbery at a business in the 600 block of W. Pioneer Parkway on Friday, January 10, 2025.
At approximately 6:46 p.m., officers responded to a 911 call reporting an Armed Robbery in Progress. The caller, a passerby, stated they saw two individuals, possibly armed, enter the business.
Upon arrival, officers set up a perimeter around the building. Two officers stationed at the back door observed the door open. One man exited the building and fled the scene on foot. Moments later, a second man appeared in the doorway, displayed a firearm, and began firing at the officers. The officers returned fire, discharging their service weapons multiple times.
The suspect retreated into the business but later attempted to exit through the front door, where officers took him into custody without further incident. Neither the suspect nor the officers were injured during the exchange of gunfire.
Inside the business, officers discovered multiple employees whose hands and legs had been bound with tape. The employees were safely removed from the building and were not harmed.
The suspect, identified as 37-year-old Kelvin Bivens, was booked into the Arlington City Jail on charges of Aggravated Assault Against a Public Servant and Aggravated Robbery.
The second individual who fled from the scene has not been apprehended.
As per standard procedure in officer-involved shootings, two investigations are underway:
- A criminal investigation led by the APD Homicide Unit to determine if any criminal offenses were committed.
- An administrative investigation by the APD Internal Affairs Unit to assess whether the officers adhered to department policies and procedures.
Both officers involved in the shooting have been placed on administrative leave, in accordance with department policy. The investigation remains ongoing, and police are actively searching for the second suspect.
