21 Arlington Gang Members Indicted in Major Federal RICO Crackdown

The Arlington Police Department, in partnership with the FBI Dallas Field Office and the U.S. Attorney’s Office for the Northern District of Texas, announced on Wednesday, November 12, that 21 documented gang members have been charged in connection with a federal Racketeering Influenced and Corrupt Organization (RICO) investigation.

The announcement follows a coordinated operation on Thursday, November 6, 2025, during which federal arrest warrants were executed for the following individuals:

  • Bradly McArthur (21)
  • Cortez Atkinson (18)
  • Datraven Warren (18)
  • DeMarco Westmoreland (19)
  • Dillen Opare (20)
  • Raphael Opare (19)
  • Isaiah Wiley (21)
  • Jakyla Totten (19)
  • Jamarion Manogin (20)
  • Jaylen Franklin (22)
  • Joseph Hill (18)
  • Kyron Oates (22)
  • Michael Mensah (18)
  • Lamarion Austin (21)
  • Marcus Shaw (20)
  • Sadedrick Wilson (21)
  • Vernell Woods (19)
  • Sir James Mack Williams (21)
  • Chauncey Ross (22)
  • Keyshawn Burton (20)

All are alleged members of a criminal street gang known as “Kiccdoe.” Since January 2022, Arlington Police have documented 180 criminal incidents linked to the group, including aggravated assaults, robberies, burglaries, shootings, and drug offenses.

Although APD has previously made multiple arrests and filed state charges against members, the department sought federal collaboration in 2024 to pursue RICO charges and disrupt the gang’s broader criminal network.

“Our city is safer with these individuals off the streets,” said Arlington Police Chief Al Jones. “I hope our community can rest a little easier tonight knowing that. I also want to thank the FBI Dallas Field Office for their outstanding partnership. Together, we’re demonstrating that we will not tolerate violence in our community and will use every resource to stop it.”
