Off-Duty Lewisville Police Officer Arrested in Heath for Sexual Assault of a Child

HEATH, TX - A 32-year-old off-duty Lewisville police officer was arrested Friday morning, December 12th in Heath, Texas, on a charge of sexual assault of a child.

According to the Heath Department of Public Safety, officers responded to a 9-1-1 call reporting suspicious activity at approximately 6:00 a.m. on December 12. When officers arrived, they found Zacur Vargas and a 16-year-old engaged in sexual activity in a public place. Vargas was taken into custody at the scene and later booked into the Rockwall County Jail, where he was formally charged.  His bond was set at $100,000 and he bonded out of jail on Saturday.

Lewisville Police Chief Brook Rollins stated that Vargas was off duty, not in uniform, and was not engaged in any Lewisville Police Department business at the time of the incident.

The criminal investigation is being handled by the Heath Department of Public Safety in coordination with Rockwall County authorities.

Following the arrest, the Lewisville Police Department initiated an Internal Affairs investigation and placed Vargas on administrative leave in accordance with department policy. Vargas has been employed by the Lewisville Police Department since May 2025 and is currently assigned to the Patrol Division.

“These allegations are extremely serious and deeply concerning,” Chief Rollins said in a statement. “As the facts are established, we will respond decisively in a manner that reflects our responsibility to the community.”
