Plano Police Department Announces Breakthrough in Human Trafficking Investigation

In a joint operation on December 11, 2023, the Plano Police Department, in collaboration with the Federal Bureau of Investigation (FBI) and the United States Attorney’s Office for the Eastern District of Texas, successfully dismantled a human trafficking ring operating in Plano. The law enforcement agencies made several arrests, marking a significant step towards justice for the survivors exploited by these criminals.

Today, the Plano Police Department disclosed that a Federal Grand Jury issued a superseding indictment on January 10, 2024, against individuals arrested in connection with human trafficking. The charges include violations of 18 U.S.C. §§ 2422(a) & 2 for Coercion and Enticement, Aiding and Abetting, and 18 U.S.C. § 1594(c) for Conspiracy to Commit Sex Trafficking by Force, Fraud, and Coercion.

The arrests not only resulted in the prosecution of these individuals but also provided crucial information for ongoing investigations into human trafficking activities. Authorities are actively working to identify and rescue additional victims involved and exploited by these offenders, emphasizing the ongoing nature of this multistate investigation.

Individuals indicted include:

  • William McKinnley Garland: Violation of 18 U.S.C. §§ 2422(a) & 2, Coercion and Enticement, Aiding and Abetting; Violation of 18 U.S.C. § 1594(c), Conspiracy to Commit Sex Trafficking by Force, Fraud, and Coercion.

  • Jalen Alexander Bobo: Violation of 18 U.S.C. §§ 2422(a) & 2, Coercion and Enticement, Aiding and Abetting; Violation of 18 U.S.C. § 1594(c), Conspiracy to Commit Sex Trafficking by Force, Fraud, and Coercion.

  • Selena Rose McCombs: Violation of 18 U.S.C. § 1594(c), Conspiracy to Commit Sex Trafficking by Force, Fraud, and Coercion.

  • Robberta Marie Khan: Violation of 18 U.S.C. §§ 2422(a) & 2, Coercion and Enticement, Aiding and Abetting.

  • Anastasiya Claire Lyons: Violation of 18 U.S.C. § 1594(c), Conspiracy to Commit Sex Trafficking by Force, Fraud, and Coercion.

The United States Marshal Service controls images of these individuals, and they are not available from the Plano PD.

In a message of hope and support, the Plano Police Department extends its commitment to assisting human trafficking survivors on the path to recovery. They emphasize that survivors are not alone, not to blame, and not forgotten. The announcement coincides with National Human Trafficking Awareness Day on January 11, dedicated to raising awareness about the plight of those exploited and abused by traffickers.

Plano Police Chief Ed Drain expressed his commitment, stating, “These recent arrests are a testament to the hard work and dedication of our detectives, who tirelessly strive to protect the vulnerable in our society.”
