Frisco Police have made significant progress in the case of the murder of Dung Doan and the shooting of Zachary Lowe, which took place on November 15, 2023, near the Walmart at 8555 Preston Road. With the cooperation of the public, Frisco Detectives were able to identify the suspects and gather additional evidence over the past months.
This week, detectives traveled to Ouachita County Jail in Monroe, Louisiana, where they served three warrants on 42-year-old Jhirrell Harris of Monroe. Harris, already in custody for an unrelated offense, has been charged with Capital Murder for the death of Mr. Doan, as well as Aggravated Robbery and Aggravated Assault of Mr. Lowe. Harris is being held without bond and awaits extradition to Collin County.
Additionally, 37-year-old Stephanie Gayden, also from Monroe, Louisiana, is currently detained in Collin County on a charge of Capital Murder. Gayden's bond has been set at $1,000,000.
“The random acts of violence by Harris and Gayden are unfathomable tragedies that have affected the Doan and Lowe families in ways that cannot be reversed,” said Frisco Police Assistant Chief Darren Stevens. “I am extremely proud of the unwavering efforts of our detectives and other members of the Frisco Police Department for their work in bringing these offenders to account for their crimes. Additionally, I would like to express my appreciation to the Texas DPS and ATF labs for their assistance in providing forensic analysis in support of this investigation.”

An anonymous tip received earlier this year through Tip411 helped focus our investigative efforts, and the information we received helped expedite the identification of both subjects involved. While I believe the work of our detectives would have eventually led to the identification of both parties, there is no doubt without the Tip411 info, it could have taken much longer. Without question, the power of citizen participation in keeping communities safe cannot be underestimated.”
The original incident occurred on November 15, 2023, when Frisco Police responded to reports of a shooting near the Walmart on Preston Road and Hickory Street.
Upon arrival to the area, Officers located one subject in the parking lot with multiple gunshot wounds, and a second subject nearby on Hickory with multiple gunshot wounds. While Officers searched the area for possible suspects, other Officers secured the scene so that both victims could receive medical aid. Personnel from the Frisco Fire Department then transported both wounded to local hospitals for treatment.
Despite medical efforts, 62-year-old Dung Doan passed away while 20-year-old Zachary Lowe was listed in stable condition.
