CELINA, TX - The Celina Police Department announced today that it has completed the current stage of its criminal investigation into former Celina ISD teacher and coach William Caleb Elliott, who faces multiple charges at both the state and federal levels for crimes involving child exploitation.
The investigation began on October 3, 2025, when Elliott was detained at Moore Middle School and charged with Invasive Visual Recording, a State Jail Felony. Shortly thereafter, on October 9, he was charged with Possession or Promotion of Child Pornography, a Second-Degree Felony. Following further witness statements from the middle school locker room, Celina police announced on November 7, 2025, that Elliott had been charged with Sexual Performance of a Child, also a Second-Degree Felony. Elliott has remained in custody at the Collin County Jail since his initial arrest.
Chief of Police John Cullison emphasized the complexity and sensitivity of the case, praising the work of the Criminal Investigation Division and the extensive cooperation with federal, state, and local law enforcement agencies, including the FBI Child Exploitation Unit, the United States Attorney’s Office for the Eastern District of Texas, the Law Enforcement Division of the Office of the Texas Attorney General, the Collin County District Attorney’s Office, the Collin County Sheriff’s Office, the Department of Family Protective Services, and the Collin County Children’s Advocacy Center.
“The collaboration and expertise provided by our partners at every level were instrumental in filing strong charges on behalf of these innocent victims,” Chief Cullison said. “Every lead was pursued, and extensive forensic work was conducted on all evidence collected. While we consider this stage of the investigation complete, the case never truly ends, and any parent or child with information is encouraged to come forward confidentially.”
Earlier today, Elliott was indicted by a federal court in the Eastern District of Texas. Alongside federal charges, the Celina Police Department has referred its findings to the Collin County District Attorney’s Office for prosecution under state law. As a result, Elliott’s case will move forward concurrently in both federal and state courts. Authorities emphasized that they will continue cooperating fully with prosecutors and will provide updates as the case develops.
Chief Cullison acknowledged the ongoing impact on victims, their families, and the Celina community. He encouraged victims to access support services, including those offered by the Collin County Children’s Advocacy Center, and expressed gratitude for the community’s patience and trust during the investigation.
