Irving Man Accused of Stalking, Assaulting Wife Despite Active Protective Order

IRVING, Texas - An Irving man is being held in the Dallas County Jail after police say he stalked and assaulted his wife outside the Irving Family Advocacy Center while an emergency protective order prohibited him from contacting her.

Mahmoud M. Alkhatib, 45, was arrested Sept. 23 after the confrontation in a parking garage in the 500 block of East John Carpenter Freeway in Las Colinas.

According to Irving police records, the woman had gone to the Family Advocacy Center earlier that afternoon to meet with a detective about emails she said Alkhatib had been sending in violation of an existing protective order.

The order was issued by Irving Municipal Court on July 18, one day after Alkhatib was arrested on a domestic violence assault charge. It listed his wife as the protected person and remained in effect through Oct. 17.

During her Sept. 23 meeting with Detective Hasenbein, the woman reviewed emails she had uploaded as evidence and translated messages from Arabic into English for a police affidavit.

Police said some of the communications were threatening and concerned Alkhatib's anger over not being allowed to see his son.

The woman also told investigators that Alkhatib had been following her. She previously called police Aug. 5 to report that he followed her to a Walmart and recorded video Aug. 18 that she said showed him driving past her workplace.

Another incident was reported Sept. 16, when an Irving officer responded to a well-being check at Coopers Crossing Apartments in the 1100 block of Oxbow Drive. The woman reported receiving threatening and harassing emails from Alkhatib in violation of the protective order.

One message received Sept. 16 stated, "I am outside," followed by, "Either me or him," according to the police account. The woman said she was at work when she received the message and feared for her safety because Alkhatib had continued following her.

Police say confrontation happened after meeting with detective

At the conclusion of the Sept. 23 interview, the woman returned to her vehicle in the Family Advocacy Center parking area and discovered one of her tires was flat.

As she contacted a friend for help, Alkhatib approached her at about 2:30 p.m., police said.

Investigators said Alkhatib grabbed his wife's arm, causing pain and leaving a visible injury. A witness reported seeing him approach the woman and grab her arm.

The responding officer observed redness in the shape of a handprint on the woman's left bicep, according to police records.

As the woman attempted to call 911, Alkhatib allegedly reached around her and disconnected the call while telling her not to call police.

Police said Alkhatib attempted to flee the area on foot as an officer arrived. Officers later located him and took him into custody.

Alkhatib was booked into the Irving Jail on charges of stalking, violation of a protective order two or more times within a 12-month period, violation of a protective order by assault and interfering with an emergency request for assistance.

His bonds totaled $530,000. He was transferred to the Dallas County Jail on Sept. 24.

Police records also show Alkhatib had been out on bond following a March 1 arrest by Irving police on a state jail felony charge of injury to a child. The information provided does not detail the circumstances of that case.

Following the new arrest, Alkhatib was being held under a special programs/electronic monitoring status related to accusations that he committed new offenses while free on bond.
