Arlington police have announced additional arrests and new criminal charges as the investigation continues into an alleged sex trafficking operation tied to the strip club Chicas Locas.
The case stems from “Operation Safe Stage,” a joint enforcement effort carried out in October 2025 by the Arlington Police Department’s Human Exploitation & Trafficking (HEAT) Unit and several partner agencies. During the operation, investigators executed search and arrest warrants at Chicas Locas, located at 2711 Majesty Drive.
According to police, detectives have spent the weeks since the operation reviewing seized evidence and conducting follow-up interviews with witnesses. Investigators say the information uncovered points to an organized criminal enterprise in which employees allegedly performed illegal sex acts for paying customers, with proceeds being funneled to club management.
Two managers, 25-year-old Oziel Ramos and 40-year-old Ariel Tapia, were initially arrested during Operation Safe Stage on charges of Aggravated Promotion of Prostitution. After further investigation, HEAT detectives obtained additional warrants charging both men with Engaging in Organized Criminal Activity.
Four more club managers have also been charged in connection with the case:
Frank Budai, 37, was charged with Aggravated Promotion of Prostitution and Engaging in Organized Criminal Activity. He was arrested by the Tarrant County Sheriff’s Office on December 8, 2025.
Allan Salcido, 32, faces the same charges and was taken into custody by the Denton County Sheriff’s Office on November 27, 2025.
Jonathon Rivera, 30, was arrested by Arlington police on November 14, 2025, and charged with Aggravated Promotion of Prostitution and Engaging in Organized Criminal Activity.
Trevor Brossette, 27, was arrested by Arlington police on December 16, 2025, on the same charges.
Investigators also addressed allegations of drug activity at the club. Undercover officers identified 32-year-old Aaron Perez as a suspected drug dealer operating out of Chicas Locas. Police say Perez sold illegal drugs to undercover officers on multiple occasions and arranged for transactions to occur at the club. He was arrested on October 24, 2025, and charged with three counts of Manufacture or Delivery of a Controlled Substance.
The investigation remains active. Arlington police say they are continuing to work with the City of Arlington and other government agencies to determine whether civil enforcement actions may also be taken against the business.
