IRVING, Texas - An undercover prostitution investigation conducted by the Irving Police Department Vice Unit resulted in multiple charges and a foot pursuit at a local hotel earlier this month.
On February 10, 2026, at approximately 4:00 p.m., an undercover vice officer responded to an advertisement posted on an escort website known by investigators to be used for arranging sexual services. The ad, listed with an Irving-area phone number, advertised services from an transvestite escort.
The officer initiated contact by text message and asked if the individual was available for an outcall in Irving. After the person replied, the officer described sexual acts and he was quoted a rate of $300. During subsequent messages, the undercover officer requested specific sexual acts without the use of condoms. This back and forth negotiate is a common strategy so that the individual does not suspect police intervention. The individual agreed to perform the services requested for $400.
Police said the officer provided a meeting location at the Red Roof Inn, located at 4110 W. Airport Freeway in Irving. A short time later, the individual texted that they had arrived, and officers provided a room number as part of the operation.
Investigators conducting surveillance observed a white Kia park outside the assigned room. A male exited the driver’s seat and approached the room before officers moved in to make contact.
According to police, the suspect briefly raised his hands but then took off running. The undercover officer involved in the communication with the suspect maintained visual contact and pursued. The man ran upstairs and eventually jumped from the second floor onto concrete before continuing to flee from clearly marked officers.
The suspect was caught a short distance away following the foot chase. Police said he continued to resist arrest by locking his arms and refusing commands before officers were able to secure him on the ground and place him in handcuffs with assistance from additional responding officers.
The suspect was identified through a Texas identification card as 23-year-old Fernando Jose Ortiz-Gutierrez of Arlington.

He was booked into the Irving Jail.
Authorities later determined Ortiz-Gutierrez was in the United States illegally, and an Immigration and Customs Enforcement (ICE) hold was placed on him. ICE has since taken custody of Ortiz-Gutierrez.
