ARLINGTON, Texas – The Arlington Police Department (APD), working with multiple partner agencies, has arrested several individuals and disrupted what investigators describe as an organized sex trafficking ring operating out of an Arlington adult entertainment business.
Details of “Operation Safe Stage” were released Wednesday, October 29, following a coordinated enforcement action carried out on October 23 at Chicas Locas, located at 2711 Majesty Drive. The operation involved the Tarrant County Human Trafficking Task Force, the Texas Alcoholic Beverage Commission (TABC), Rescue Hill, and several other law enforcement and victim advocacy groups.
According to investigators, APD’s Human Exploitation and Trafficking (HEAT) Unit began looking into the business in August 2025 after receiving reports that employees were performing illegal sex acts for money, with proceeds going to the club’s management. Detectives also received tips of possible narcotics sales occurring inside the business.
Undercover officers and TABC agents conducted surveillance and follow-up investigations, collecting enough evidence for detectives to obtain a search warrant for the property and multiple arrest warrants.
During the enforcement action, APD SWAT, the Community Action Team, DWI Unit, K9 officers, and digital forensics detectives helped secure the location. Spanish-speaking officers were on-site to assist with interviews, while representatives from Rescue Hill, TABC Victim Services, Rescue Her, and Traffic 911 were present to provide support and resources to potential victims.
Two club managers, 25-year-old Oziel Ramos and 40-year-old Ariel Tapia, were arrested and charged with Aggravated Promotion of Prostitution. They were booked into the Arlington City Jail and later transferred to the Tarrant County Jail, where they remain in custody.
Officers also arrested 28-year-old Oscar Escobar on multiple outstanding misdemeanor warrants and 50-year-old Alejandro Hernandez for Unlawful Carrying of a Weapon and several drug-related offenses.
Investigators seized multiple pieces of digital and physical evidence from the club, along with drug paraphernalia and nearly $13,000 in cash. Interviews with employees provided further information supporting the trafficking allegations.
In total, the operation required more than 900 hours of combined resources from participating agencies. Police said the investigation remains ongoing, and additional charges and arrests are expected. The City of Arlington is also exploring possible civil enforcement actions against Chicas Locas.
