Opinion: How Automated Trash Collection Could Revolutionize Irving's Waste Management

In recent months, the City of Irving has faced significant challenges with its trash pickup system, leading to frustrated residents and mounting concerns about the overall cleanliness and efficiency of waste management. However, there is a solution on the horizon that could revolutionize the way trash is collected in Irving: automated trash collection.

The implementation of automated trash collection has the potential to address the staffing shortages and physical labor demands that have hampered the current system. By providing residents with standardized wheeled carts designed for automated collection, the process of disposing waste would become more convenient, efficient, and attractive.

One of the immediate benefits of automated trash collection is the elimination of manual labor. This means no more exhausted workers struggling to keep up with the demands of hand-collecting unlimited trash twice a week. With a solo driver maneuvering a side-mounted arm to pick up and dump the carts into the collection truck, the process becomes streamlined and far less physically demanding.

Other cities, such as Clearwater in Florida, have already witnessed the transformative power of automated trash collection. Irving has the opportunity to follow in their footsteps and reap similar benefits.

Case study: Clearwater, Florida

Clearwater is a city located in Pinellas County, FL, northwest of Tampa and St. Petersburg. To the west of Clearwater lies the Gulf of Mexico and to the southeast lies Tampa Bay. As of the 2010 census, the city had a population of 107,685. It is the county seat of Pinellas County. Clearwater is the smallest of the three principal cities in the Tampa-St. Petersburg-Clearwater metropolitan area, most commonly referred to as the Tampa Bay Area.

In 2013, the City introduced its single-stream recycling program. Prior to introduction of the curbside recycling program, the City found that 75 percent of residents used twice weekly refuse collection. After program implementation, the City found that only 45 percent of its residential customers placed their cart out twice weekly. As a result, the amount of material being recycled in the City increased from 160 to 440 tons of recyclables per month. This meant that residents were filling their trash barrels less and are using their recycling containers more, resulting in less trash that needed to be collected (and in turn, more recycling to be picked up).

A six-month pilot program was initiated in 2015 to identify possible program savings and how the program would be rolled out to its residents. A rate study conducted at that time suggested possible operational savings in the range of $400,000, which could enable the City to defer a solid waste rate increase. The good results shown during the pilot program encouraged the City decision-makers to move ahead with once a week collection. In January 2016, the City initiated the switch to once a week collection with the approval of the City Council.

The latest statistical data from the City of Clearwater as of February 2017 shows that they collected 1,977 tons of solid waste versus February 2016 when 2,515 tons were collected. That is a 21 percent decrease in solid waste generation, producing annual savings of $107,000 in tipping fees at the County’s refuse-to-energy facility. In addition, they collected 523 tons of single-stream recycling in February 2017 versus 519 tons collected the previous year, a 1 percent increase in recyclables collected. Operational savings for the City achieved the projected $400,000 savings as forecasted in the rate study.

Cost Analysis of Outsourcing Automated Trash Collection in Irving

The current rate in Irving for residential solid waste collection is $32.50 per month.

As the City of Irving seeks to address the challenges faced by its current trash pickup system, one alternative that merits serious consideration is outsourcing automated trash collection to a specialized service provider.  Not only could this option alleviate the staffing shortages and physical labor demands currently experienced by the Solid Waste Department, but it could also lead to substantial cost savings for residents.

Let's take a closer look at the example of North Richland Hills, a city that successfully outsourced its trash collection services to Republic Services. With a population of 70,000, North Richland Hills boasts a significantly smaller population than Irving's 254,000 residents. Yet, despite the disparity in population size, North Richland Hills residents pay a mere $18.47 per month for solid waste collection.

Similarly, the city of Arlington, with a population of 392,000, has also opted for outsourcing trash collection services to Republic Services. Since October 1, 2022, Arlington residents have been paying a monthly residential rate of $18.50 for twice-a-week garbage collection and once-a-week recycling collection. These figures highlight the potential cost savings that Irving residents could enjoy by following a similar outsourcing approach.
