During the Texas Rangers Championship celebration on October 3, 2023, at approximately 2:40 pm, Arlington Police officers were dispatched to a parking lot in the 1200 block of Sanford Street in response to a report of shots fired.
The incident arose from a heated verbal altercation between the occupants of two vehicles. It is believed that the argument originated when one of the vehicles attempted to reverse out of a parking space but was partially blocked by the other vehicle. As tensions escalated, several individuals from both vehicles exited and engaged in a physical altercation.
During the brawl, one of the individuals involved brandished a firearm and discharged it into the air. Fortunately, no one was injured, and no one was hit by the discharged round.
Law enforcement officers subsequently took 37-year-old Tommy Phonthalangsy into custody. He was arrested and booked into the Arlington City Jail on four counts of Aggravated Assault with a Deadly Weapon. Investigators discovered that Mr. Phonthalangsy had previous felony convictions, rendering him legally prohibited from possessing a firearm. Consequently, he faces an additional charge of one count of Unlawful Carrying of a Weapon by a Felon.
Additionally, 30-year-old Tiffany Keovilavong, another individual involved in the altercation, was arrested on outstanding warrants she had at the time.
