Irving City Council Advances Green Building Standards Proposal for Review

At its July 10, 2025, Work Session, the Irving City Council recommended that the proposed Green Building Performance Standards for new or substantially rebuilt multi-family and mixed-use developments proceed to the City of Irving Construction Board of Appeals for public review.

The proposal would amend the city's building codes to encourage energy-efficient and sustainable construction. Key focus areas include energy efficiency, indoor air quality, water conservation, construction waste reduction, and enhanced safety and security features.

The measure includes a five-year exemption for projects that received City Council approval before the ordinance's effective date of August 30, 2025. This includes developments with approved site plan zoning, multifamily or TOD concept plans, or detail plans. Routine maintenance, minor repairs, and interior remodels would not be subject to the new standards.

The Construction Board of Appeals will review the proposal at its regular meeting on July 14, 2025. If approved, the measure will go before the Irving City Council for a final vote on July 31, 2025.
