Irving Police Respond to Unconscious Woman Call in South Irving; Homeowner Arrested on Drug Charges

On Monday, September 15th, Irving police officers responded to the 1500 block of Irvin Road near Vilbig Lake for a report of an unconscious person. Officers arrived alongside medics from the Irving Fire Department and found an unconscious female, identified as 44-year-old Angela Montoya, in the bathroom. A second woman was present as a witness. Montoya is known to have a history of drug use.  She was transported to Baylor Hospital where she died three days later on September 18th. 

Officers observed plastic baggies commonly used for narcotics distribution, along with glass pipes typically used for ingesting drugs. While on scene, the resident, 64-year-old Robert Cecil Brotherton, arrived and admitted to having “speed” in his room.

A residential search warrant was obtained, leading to the discovery of four cell phones and multiple controlled substances. Investigators found:

  • Methamphetamine: 23.4 grams (total package weight 135.3 grams), located in a glass jar and the bathroom closet.

  • GHB: 27.2 grams (total package weight 60.5 grams) in two plastic bottles.

  • Ketamine: 0.6 grams (total package weight 19 grams) in a plastic baggie.

Brotherton was charged with Manufacture/Delivery of a Controlled Substance (PG1, 4–200 grams), Possession of a Controlled Substance (PG1, 4–200 grams), and Possession of a Controlled Substance (PG1, less than 1 gram). He was later transferred to the Dallas County Jail, with bond set at $150,000.

Brotherton has a long history of arrests and convictions for drug-related offenses. He previously served two years in prison for drug charges and was released in January 2025. He was also sentenced in 2011 to 15 years for prior drug convictions. Brotherton remains in custody pending the installation of an electronic monitoring device (ELM).
