Irving Moves Forward With $5.6M Huffman Building Expansion; Shift Departments From City Hall

After Irving residents voted against funding a new City Hall in the May 2024 bond election, the city shifted its focus to upgrading existing facilities. That work is now fully underway, with significant improvements planned for both the current City Hall and the adjacent Jack D. Huffman Community Building.

$5.6 Million Huffman Building Expansion Approved

In November 2025, the Irving City Council approved a $5.6 million build-out of the Huffman Building’s second floor. Construction is scheduled to begin in early 2026.

When complete, the Human Resources and Communications departments will relocate from the third and fourth floors of City Hall to the renovated space at 801 W. Irving Blvd. The project includes:

• 34 offices
• 3 conference rooms
• 3 copy areas
• 3 break rooms
• 2 training areas
• A file room

The plan also includes upgrades to the parking lots at the front and rear of the building, potentially creating more than 30 additional spaces for employees and visitors.

The expansion will bring the Communications Department’s entire administrative team under one roof, as staff are currently split between two buildings. It also creates room for growing departments still housed in the City Hall complex. Parks and Recreation, which moved to the Huffman Building in 2023, will continue to occupy part of the second floor.

The project is funded through the General Fund Non-Bond Capital Improvement Program and is expected to be finished in December 2026, with department relocations planned for early 2027.

Ongoing City Hall Repairs and Renovations

Over the past year, City Hall has already seen several major upgrades, including:

• Full replacement and mechanical improvements to all three elevators
• Structural repairs to the ground floor of the parking garage
• Renovations to first-floor east-side offices, now home to the Economic Development Department
• Replacement of lobby furniture on the first floor

Looking ahead, the city plans to focus on renovations of the basement and upper floors, along with restroom upgrades and additional parking garage improvements. Updated floor plans are expected to be presented to the City Council in early 2026.
