IRVING, Texas — An Irving man was arrested after police say he struck a pedestrian with his vehicle and fled the scene, leaving the victim seriously injured near Irving City Hall.
At approximately 9:27 p.m. on June 12, 2026, Irving Police officers responded to the 800 block of W. Irving Boulevard following reports that a pedestrian had been hit by a vehicle.
According to police, dispatch information indicated that a pedestrian had been struck by a small blue vehicle that continued eastbound on West Irving Boulevard without stopping.
When officers arrived, they found the victim lying in the roadway. The man, later identified as Federico Rangel, was suffering from a head injury and was bleeding when first responders reached him. Irving Fire Department personnel transported Rangel to Parkland Hospital for treatment. Irving Police did not provide an update on his condition.
The vehicle involved had already left the area before officers arrived.
Investigators utilized the Irving Police Department's Crime Information Center to review available evidence and identify a possible suspect vehicle. Police determined that a blue 2010 Kia Rio was observed traveling southbound on N. Nursery Road from W. Irving Boulevard around the time of the collision.
Officers traced the vehicle to Oakway Manor Apartments in the 700 block of S. Irving Heights Dr.
When officers arrived at the apartment complex, they located the Kia Rio parked in the lot. Investigators observed splintered damage to the front windshield and what appeared to be blood on the vehicle.
Police identified the owner of the vehicle as 21-year-old Jose Daniel Castillo.
According to the arrest report, Officers contacted Castillo at his apartment, where he admitted that he had been driving the Kia Rio at the time of the collision and acknowledged that he did not stop after striking the pedestrian.
Castillo was taken into custody and booked into the Irving Jail.
He has been charged with Collision Involving Serious Bodily Injury, a third-degree felony under Texas law.
His bond was set at $50,000.
Jail records show Castillo remains in custody at the Dallas County Jail.
The investigation remains ongoing.
