Irving Police Recover Stolen SUV Using FLOCK Camera System, Two Repeat Offenders Arrested

IRVING, Texas - Two people were arrested after Irving police located a stolen SUV using the city's FLOCK license plate reader system, according to investigators.

On May 30, 2026, Irving police officers were dispatched to the area of North Belt Line Road and State Highway 183 after receiving a FLOCK camera alert on a stolen black Chevrolet Tahoe.

Officers began searching for the vehicle and soon located it traveling northbound on State Highway 161.

Investigators observed a male driving the SUV before initiating a felony traffic stop.

However, when officers approached the vehicle, they found a woman in the driver's seat and a man in the passenger seat.

According to police, the male later admitted he had switched seats with the woman after noticing the police emergency lights.

The occupants were identified as 52-year-old Richard Michael Romero and 40-year-old Doreen Garcia.

Officers confirmed the Chevrolet Tahoe had been reported stolen earlier that day and had been entered into state and national law enforcement databases by the Dallas County Sheriff's Office. Authorities said the vehicle had been stolen in the Dallas Love Field area.

Both Romero and Garcia were arrested and booked into the Irving Jail on charges of Unauthorized Use of a Motor Vehicle.

Court records show Romero's bond was set at $50,000, while Garcia was denied bond.

As of June 6th, both remained in custody at the Dallas County Jail as the investigation continued.

Investigators are examining whether the pair may be connected to other stolen vehicle cases.

According to court records, Garcia has an extensive criminal history in Dallas and Tarrant counties, including multiple arrests involving vehicle theft and theft-related offenses.

Records also show Garcia was released from prison only months ago after being convicted in April 2024 of Theft of Property with Previous Convictions and receiving a two-year prison sentence.

Romero was also facing an unrelated vehicle theft case at the time of his arrest. Court records indicate he had been out on bond after a previous arrest for vehicle theft and was scheduled to appear in court on June 16.

The arrest highlights the role of the Irving's FLOCK camera system, which police say continues to assist officers in locating stolen vehicles and identifying criminal suspects.

The investigation remains ongoing.
