This Wednesday marked the first day that the House of Representatives voted out bills from the house floor. With a little luck and some help from more than 100 of my colleagues, I was able to pass an amendment to House Bill 394. This amendment promotes the growth of small businesses and prevents our taxpayers from bearing the expense of corporate bonuses.
Constituents from my district, and citizens across the country, continue to express outrage over the lucrative bonuses paid to Wall Street executives - the same executives who are largely responsible for the current financial crisis. International companies like AIG have already made off with $165 million dollars of federal tax dollars. The objective of this amendment is to ensure that a situation like the one we have with AIG will not happen in Texas, and it starts with oversight over the Texas Enterprise Fund.
The Texas Enterprise Fund gives the governor access to state revenue so he can lure potential economic developments to Texas. Since its inception, Governor Perry has dished out millions each year in order to give businesses an incentive to move to Texas and bring more jobs to our state.
I want to deliver a strong message to Enterprise Fund recipients - they are to use the funds to create jobs in Texas. If they choose to neglect this purpose then they have no business receiving taxpayer funds in the first place.
This amendment also prioritizes the use of Enterprise Funds for small businesses over global conglomerates like AIG. This important legislation encourages the creation, development, and location of small businesses in this state, and promotes opportunities for these businesses to prosper.
It is our sworn promise as elected officials to preserve and protect the interests of our local taxpayer and small business owner. I was fortunate enough to be able to fulfill that promise today.
