CARROLLTON, Texas – On Tuesday, August 12, 2025, at approximately 9:48 p.m., Carrollton Police officers conducted a traffic stop on a vehicle driven by Keith Kemp of Paris, Texas, in the 2700 block of E. Belt Line Road. Kemp was the only occupant of the vehicle.
During the stop, officers developed reasonable suspicion of narcotics activity and initiated a drug investigation. Kemp then brandished a handgun and threatened to shoot himself. He exited the vehicle and began walking away while holding the gun to his head, making threats toward both himself and the officers.
Kemp ran into the 14900 block of Venture Drive in Farmers Branch, where officers pursued him. During the pursuit, Kemp turned toward officers with the gun in his hand. A Carrollton Police officer discharged their weapon, striking Kemp several times.
Officers and Carrollton Texas Fire Rescue personnel rendered first aid before transporting Kemp to a local hospital, where he remains in critical condition in the Intensive Care Unit.
The Carrollton Police Department, Farmers Branch Police Department, and the Dallas County District Attorney’s Office Public Integrity Unit are conducting a joint investigation. Kemp is charged with Unlawful Possession of a Firearm (Convicted Felon), a third-degree felony, and Aggravated Assault of a Peace Officer, a first-degree felony.
