Dallas Woman Sentenced to 65 Years for Theft, Remains at Large

Defendant: Lieu Bich Phan

DALLAS, TX – A Dallas County jury has found Lieu Bich Phan guilty of third-degree theft for stealing $44,525 from her employer, Five Star Correctional Services, and a judge sentenced her to 65 years in prison.

Phan, who worked as an account clerk for the company that provides food services to county jails, unlawfully accessed business credit cards and linked them to her personal PayPal accounts. She fled during the second day of trial and was convicted in absentia.

Evidence presented during sentencing included 26 years of Phan’s criminal history and 12 offenses for which she was under supervision in Denton County through the Interstate Compact. She had been on parole for forgery and other crimes. Prosecutors noted a series of schemes, including faking pregnancies, fabricating deaths, and soliciting money through online groups.

The case was led by DA Melinda Chaney with Andrea Ingram as second chair, supported by investigators Hoyt Hoffman, Alexander Lipsey, Alex Pinales, and Garrick Whaley, and forensic financial analyst DeAnna Debenport. The Dallas Police Department, led by Detective Ryan McCarrick, conducted the investigation.

Phan remains at large under an active arrest warrant issued by the 194th Judicial District Court.
