Murder Suspect Wanted in Garland Apprehended in Mexico After 16 Years on the Run

The Garland Police Department has confirmed the arrest of 40-year-old Cesar Pascual Orozco, who was taken into custody on March 14, 2025, in Mexico following a coordinated effort with the FBI and Mexican authorities. Orozco had been wanted for a 2009 murder.

Orozco remained a fugitive for 16 years before his arrest. His extradition to the United States is currently in process, and further details will be provided once he is in U.S. custody.

The original incident occurred on March 14, 2009, when Garland officers responded to a shooting in the 700 block of Ford Street. Upon arrival, officers found 26-year-old Joe Castillo deceased in the street with multiple gunshot wounds.

Witnesses reported that Orozco had arrived at the location to drop off his child with his ex-wife. After doing so, he approached Castillo, who was working on a car parked partially in the driveway and on the street. After a brief exchange of words, Orozco shot Castillo and fled before officers arrived.

A murder warrant was issued for Orozco, who was 24 years old at the time. He was last seen driving a black Chrysler 300 with paper dealer tags.
