Rachel Wood has been appointed as the new Assistant City Manager for the City of Irving, joining the executive leadership team on March 24. In her new role, Wood will oversee the Quality of Life and Internal Services departments, which include Communications, Human Resources, Information Technology, Library Services, Municipal Court, Parks and Recreation, and Strategic Services.
The position became available following the retirement of Teresa Adrian, who served the city for 26 years.
Wood brings extensive experience in municipal administration, capital project management, and community engagement. She previously served as Assistant City Manager for the City of Asheville, NC, where she oversaw multiple departments, including Communications and Public Engagement, Information Technology Services, Transportation, Capital Management, and Community and Economic Development. She also played a key role in Asheville’s response to Hurricane Helene in September 2024.

Before her tenure in Asheville, Wood spent four years with the City of Denton, TX, in leadership roles such as Deputy Director of Capital Projects, Deputy Director of Development Services, and Chief of Staff in the City Manager’s Office. She also worked for the City of Charlotte, NC, for eight years in various capacities.
With her experience in strategic leadership and municipal operations, Wood is set to contribute to the ongoing success and growth of the City of Irving.
