ACS Infrastructure Development Inc., a subsidiary of the global ACS Group, has proposed the development of a multi-phase data center campus on a 107-acre site off Hicks Field Road in Fort Worth's Council District 7. The project, with a proposed capital investment of at least $2 billion, will be presented to the City Council for consideration on April 8th.
ACS Group, a major player in international infrastructure development with over 135,000 employees worldwide, has a history of working on significant projects in Fort Worth through its subsidiary, Turner Construction. These projects include Terminal F at DFW Airport, Texas A&M-Fort Worth, and the TCU football stadium expansion.
The proposed data center campus will be developed in phases. Phase 1 is expected to be completed by December 31, 2031, and Phase 2 by December 31, 2034. The campus design and the number of buildings are still under consideration, but the development will include a privately owned substation.
ACS Infrastructure plans to invest at least $2 billion in the project, with a minimum of $481 million in real property improvements and $1.7 billion in business personal property. The project is expected to create 37 full-time, high-paying jobs, with an average annual salary of $150,000. Additionally, 15% of hard construction costs will be committed to business equity firms.
In exchange for this significant investment, ACS Infrastructure is seeking a 10-year economic development program agreement (EDPA) from the City of Fort Worth. The proposed agreement includes a 35% rebate on incremental business personal property taxes upon completion of Phase 1, increasing to 70% upon completion of Phase 2.
The incentive payments will be contingent on ACS Infrastructure meeting specific performance requirements, with potential reductions or defaults if these requirements are not met.
The Fort Worth City Council will review and consider the proposed incentive on April 8th.
