Dallas police are investigating a shooting in the 2700 block of Elsie Faye Heggins Street in South Dallas, near Lincoln High School, that occurred on April 13, 2025, at approximately 3:30 a.m.
Upon arrival, officers discovered that multiple people had been shot. Dallas Fire-Rescue transported two women to a local hospital. One of the women, 27-year-old Curtisha Dowell, succumbed to her injuries and died. The second woman is currently in stable condition.
A third victim, 28-year-old Jaqualin Kemp, was taken to a local hospital by a private vehicle but also died from his injuries.
The investigation is ongoing and is documented under case number 051395-2025.
