Three employees with the City of Dallas were terminated this week following disciplinary hearings related to separate criminal arrests, according to police officials.
On Tuesday, April 30, 2025, Dallas Police Chief Eddie Garcia Comeaux terminated Officer Ali Toppa, badge #12098, assigned to the Northwest Patrol Division. Toppa was arrested for Unauthorized Release of Body Worn Camera Recording, a Class A misdemeanor. His actions were deemed adverse conduct in violation of department policy.
Two additional terminations occurred the following day during disciplinary hearings held on Wednesday, May 1, 2025.
911 Call Analyst Billy Flores, assigned to the Communications Division, was terminated after he was arrested by the Wylie Police Department for theft of property, a Class B misdemeanor.
911 Call Analyst Evelyn Keith, also assigned to the Communications Division, was terminated after being arrested by the Mesquite Police Department for Driving While Intoxicated, a Class B misdemeanor.
All three terminations were issued by Chief Comeaux.
