Dallas Approves Public Improvement District to Overhaul Crime-Ridden Camp Wisdom Corridor

Dallas City Councilmember Zarin Gracey (District 3) has unveiled a sweeping revitalization plan for the Camp Wisdom corridor, including the troubled Independence Drive area, following unanimous City Council approval of his Public Improvement District (PID) proposal.

The newly established PID will provide dedicated, sustainable funding to support public safety enhancements and beautification projects. Councilmember Gracey committed $200,000 in American Rescue Plan Act (ARPA) funds to jumpstart efforts immediately, ahead of formal revenue collection set to begin in 2026.

“We inherited a problem that had been sitting stagnant for too long,” said Gracey. “Our residents deserve solutions, not excuses.”

Key Components of the Initiative:

  • Public Improvement District: Establishes a sustainable funding source for safety and beautification.

  • $200,000 ARPA Investment: Ensures early implementation of initiatives ahead of PID funding.

  • 4150 Independence Drive Property: Options under consideration include a Public Facilities Corporation housing deal or conversion into a fire station with an integrated police office.

  • New Park Project: Partnership with the Child Poverty Action Lab to create new recreational space.

  • Coordinated Services: Regular deployment of city resources in collaboration with nonprofit partners.

The plan is a result of district-wide input gathered through Gracey’s "D3 Forward Friday" tours, where residents directly voice concerns. Gracey emphasized that redevelopment efforts are designed to tackle underlying causes of crime and blight rather than provide short-term fixes.

Councilmember Gracey also acknowledged the collaboration of Mayor Pro Tem Tennell Atkins, whose District 8 shares part of the PID area. “Mayor Pro Tem Atkins has been instrumental in ensuring this initiative crossed the finish line before he left,” Gracey stated.

Gracey is working closely with the Chief of Public Safety Dominique Artis and other city departments to evaluate feasible options for the vacant 4150 Independence Drive property. While initially eyed for permanent supportive housing, discussions now include the potential for a fire station and police office to support public safety efforts.

The initiative marks a major step in a coordinated effort to revitalize one of the city’s long-neglected corridors.
