Dallas Police Terminate Two Employees; Officer Arrested for Aggravated Assault

Scott Jay with K9 Figor in 2023

DALLAS — On July 30, 2025, the Dallas Police Department held disciplinary hearings resulting in the termination of two employees. A third officer turned himself in on a felony warrant.

Police Dispatch Analyst Kenyon Campbell, Communications Division, was terminated for causing a disturbance in the workplace. Campbell had been employed with the department since April 2008.

Police Officer Jason Brower, #8100, assigned to the Auto Pound Unit, was terminated for failing to complete departmentally mandated training, as well as for loafing, sleeping, inattention, and failing to remain at his workstation. Brower had served with the department since September 2001.

Senior Corporal Scott Jay, #7562, turned himself in to the Dallas County Sheriff’s Department on a warrant issued by the Dallas Police Department. He is charged with Aggravated Assault – Bodily Injury, a second-degree felony. Jay has been placed on administrative leave pending the outcome of an internal investigation.

Jay has been a member of the department since September 1997 and is assigned to the Canine Unit. In September 2023, he received the Star of Texas Award from Governor Greg Abbott after he and his K9 partner Figor were both shot while pursuing a suspect, Bryan Casillas, who was accused of shooting two family members. The incident occurred in the dark beneath a bridge during a high-risk apprehension.

At the time of the award, Rep. John Bryant (R-District 114) said, “That night, both Senior Cpl. Jay and his K9 partner went beyond the call of duty and exceeded all expectations of what we come to expect from our police department. Senior Cpl. Jay is well deserving of this award.”

While the full details leading up to the arrest remain unclear and the investigation is still ongoing, it is unfortunate that an officer once recognized for bravery is now facing a serious criminal charge.

The department stated the criminal investigation into Jay remains ongoing.
