COLLIN COUNTY, Texas — A Frisco man wanted on a capital murder charge has been named this month’s featured fugitive by the Texas Department of Public Safety, with a combined reward of up to $11,000 now being offered for information leading to his arrest.
Hassan Haitham Muhsen, 20, has been wanted since April 24 after authorities say he cut off his electronic ankle monitor and fled. The U.S. Marshals Service is also assisting in the search and is offering an additional reward of up to $5,000.
Muhsen is wanted out of Collin County on a capital murder charge tied to a January 29, 2025, robbery and shooting in McKinney that left 19-year-old Vicente Segoviano dead. Investigators said the shooting occurred in the 2500 block of Collin McKinney Parkway.
According to police, Muhsen and co-defendant Conner Jay Gebhardt were arrested the day after the shooting. Authorities allege the motive was robbery, with the suspects taking the victim’s Air Jordans and a backpack after the shooting.
Gebhardt remains in the Collin County Jail on a $750,000 bond.
Muhsen was released on a $1 million bond in October 2025 under strict conditions, including home confinement, no access to the internet or phone, no social media use, surrendering his passport and wearing an electronic monitoring device.
Authorities say Muhsen’s criminal history includes arrests for unlawful carrying of a weapon, drug-related offenses and capital murder-related charges.
He is described as 5 feet 11 inches tall and weighing approximately 120 pounds, with tattoos on his neck, left hand and left wrist.
