Plano 2nd-Grade Arrested for Continuous Sexual Abuse of a Child

PLANO, TX — A 64-year-old Dallas resident who was working as a second-grade teacher at a Plano elementary school has been arrested and charged with Continuous Sexual Abuse of a Child following a student outcry.

Paul Campbell was taken into custody on Wednesday, July 8, 2026, by Plano Police Officers. Campbell, a graduate of Ball State University, is currently being held in the Plano City Jail while local detectives continue their investigation.

Abuse Uncovered at Local Elementary School

The criminal investigation was launched by the Plano Police Department's Special Victims Unit (SVU) after a student made an outcry regarding inappropriate physical contact.

According to police records, the alleged abuse occurred on campus at Brinker Elementary School, located in the 3800 block of Clark Parkway in Plano. Campbell was actively employed at the school as a second-grade educator when the incidents took place.

Following an intensive review of the victim's outcry, SVU detectives developed sufficient probable cause to secure a felony arrest warrant for Continuous Sexual Abuse of a Child—one of the most severe classifications under the Texas Penal Code.

School District Strips Employment, Reports to State

Plano Independent School District (PISD) officials released a swift, public statement on Wednesday acknowledging the arrest and condemning the teacher's alleged actions.

District administrators confirmed they have already taken aggressive employment action against Campbell under Chapter 21 of the Texas Education Code. PISD has filed formal misconduct reports with the Texas Education Agency (TEA) and the State Board for Educator Certification (SBEC) to freeze his teaching credentials.

"The alleged conduct is reprehensible and is completely inconsistent with the values and expectations we hold for all Plano ISD employees," the district stated. "Plano ISD does not tolerate any conduct that threatens the safety or well-being of students and maintains safeguards such as required background checks, employee training on professional conduct and mandatory reporting..."

Special Victims Unit Tipline Activated

Because Campbell had daily, direct contact with young children in his classroom, detectives are working to determine if there are additional victims on campus. The department is urging parents, staff, or community members with any relevant information to come forward immediately.
