Road to Redevelopment: The Community’s Vision to Revamp Irving Boulevard Comes to Life

The Irving community has a vision to transform Irving Boulevard—a major thoroughfare that runs through the heart of the city—into a desired location that will attract specialty retail, restaurants, office space, entertainment and housing in a green, urban, walkable environment.

Paving the way for this initiative is a 15- to 20-year plan to boost Irving’s appeal and provide area residents with a visually enhanced community. Boundaries for the redevelopment area stretch from State Highway 183 on the west to Loop 12 on the east.

The following goals have been established to help encourage redevelopment:
  • Create a short- and long-range redevelopment strategy
  • Develop a corridor zoning overlay district to guide future development
  • Promote streetscape enhancements and public art
  • Enhance and expand existing businesses

“Residents are the driving force behind this great vision for Irving Boulevard,” said Councilman Rick Stopfer, chairman of the Planning and Development Committee. “They recognize the value of creating a highly sought-after area that will spur future development and encourage further beautification efforts throughout the city. We will move forward with plans to redevelop Irving Boulevard as long as the city continues to receive support for this initiative.”

Accomplishments to date include:
  • Opened marketing center to promote area to developers
  • Cleared more than 30 properties for redevelopment
  • Completed or began construction on more than 15 redevelopment projects
  • Added streetscaping along East Irving Boulevard at Glenmore Street
  • Planted more than 40 median trees
  • Enhanced litter control and grocery cart removal
  • Relocated or screened dumpsters
  • Increased focus on code enforcement
  • Began the design for the installation of solar-powered LED median street lighting

To fund the project, the city is establishing a tax increment reinvestment zone along the length of the boulevard. The reinvestment zone will capture the increase in property taxes paid due to the natural increase in property values over time, and dedicate that money to infrastructure and economic development projects along the corridor.
