City of Irving Receives Gold Award for Financial Transparency

Superior financial transparency practices have earned the City of Irving a gold award—the highest rating—from the Texas Comptroller Leadership Circle. The Comptroller of Public Accounts launched the Leadership Circle program in December 2009 to recognize local governments, such as the City of Irving, for displaying a high level of financial transparency online.

The gold rating recognizes Irving for setting the bar in online financial transparency among public entities. Criteria for achieving the gold rating include:

  • Making financial records open to the public.
  • Providing clear, consistent pictures of spending.
  • Sharing information in a user-friendly format.

“Financial responsibility is everybody’s business and Irving residents are due the opportunity to review how tax dollars are being used to deliver services at any given time,” said Councilman Joe Philipp, chairman of the council’s audit and finance committee. “The city’s commitment to online transparency is to be commended, and this award confirms that our practices are a model for other entities.”

Residents have access to a wealth of financial information online, including the city budget and annual financial statements, at www.cityofirving.org. In line with the city’s commitment to transparency, the city offers several public input opportunities prior to the adoption of its annual budget.

“For the City of Irving, financial transparency is more than a practice, it’s a belief,” said Mayor Herbert A. Gears. “After receiving triple A ratings from Standard & Poor’s and Moody’s Investors Services for a number of years, we pride ourselves on the quality of our financial records and are glad to share them with the public.”
