Woman Dies Two Months After Being Set on Fire; Jailed Suspect Now Charged with Murder

In a devastating turn of events, Horace Anne Andrews, the 58-year-old victim of a horrific assault that occurred on July 30, 2023, succumbed to her injuries today, marking a tragic end to her struggle for life. Andrews had been in critical condition since the incident unfolded in the 1700 block of Bannock Avenue.

The initial investigation revealed that on the fateful night, the Dallas Police and the Assaults Unit responded to a distress call around 11:00 p.m. Upon arrival, they discovered Andrews engulfed in flames after an argument with the suspect, 66-year-old Billy Wayne Council. Council allegedly poured a flammable liquid on Andrews, set her ablaze, and fled the scene at high speed. 

Andrews was taken to a local hospital in critical condition. Council was arrested and charged with Aggravated Assault – Serious Bodily Injury.

On September 30, 2023, Andrews died from her injuries prompting law enforcement to upgrade the charge against Council from Aggravated Assault – Serious Bodily Injury to Murder.

Billy Wayne Council, the prime suspect, remains incarcerated in the Dallas County Jail.
