Election Day: Registered voters in Irving are reminded that polls will be open from 7 a.m. to 7 p.m. Election Day, May 14. This year, the mayor’s seat, along with council Places 3 and 5, are up for election. Visit www.cityofirving.org to find a list of Election Day polling locations and information on this year’s candidates. Live Election Coverage: Irving Community Television Network will present live and local election night coverage for Irving residents beginning at 7 p.m. May 14 on ICTN 1 (Time Warner Channel 16, Verizon Channel 30 and www.ictn.tv). Coverage will feature up-to-the-minute results and interviews with candidates direct from City Hall.
 
 
Teen Court Training: High school students, ages 14 and older, are invited to become a volunteer with Irving Teen Court. Applications are being accepted until May 13 for the next training session, which will be held from 9:30 a.m. to 4:45 p.m. May 21 at the Criminal Justice Center, 305 N. O’Connor Road. Bicycle Fest: To kick off ozone season and National Bike to Work Week, the city will host Bicycle Fest from 10 a.m. to noon May 14 at Centennial Park, 444 W. Second St. The event will offer attendees a chance to network with area cyclists, discuss safe bicycling routes, and learn about adult and children’s bicycle safety. Several “meet and ride” locations are being coordinated for those who would like to bike to the event as a group. To join a group, send contact information to bikeirving@gmail.com. Dragon Boat, Kite and Lantern Festival: Celebrate Asian culture at the annual Dragon Boat, Kite and Lantern Festival at the Las Colinas Urban Center. The event will take place along the shores of Lake Carolyn from 8:30 a.m. to 6 p.m. May 15. The event is hosted by the Marco Polo World Foundation. Budget Hearings: Planning for the FY 2011-12 budget is already under way. Residents will have the opportunity to provide input on the budget during several upcoming public hearings. Public input sessions are set for May 19, June 9 and 23, with adoption of the budget scheduled for Sept. 22. All hearings are at 7 p.m. at City Hall, 825 W. Irving Blvd. The city’s budget year runs from Oct. 1-Sept. 30. To provide input online, visit www.cityofirving.org and locate the public input form under the “Public Input” tab. Call the City Secretary’s Office at (972) 721-2493 to confirm hearing dates.
 
 
Know the Facts: A Know the Facts webpage has been added to the city website to provide residents with a way to obtain accurate information on local government matters. Rain Barrel Contest: Local students decorated rain barrels to communicate a message of environmental sustainability. Barrels are available for viewing at several stations located in Irving Mall through May 20. To vote for the best rain barrel, visit www.irvingyes.com.
 
 
City Source: Find out how dogs from the Irving Animal Care Campus are finding homes in different parts of the country, learn the location of two new spray parks and see how the city is celebrating National Travel and Tourism Week at 7:30 p.m. May 15 on “City Source” on ICTN 1 (Time Warner Channel 16, Verizon Channel 30).
 
 
Free Smoke Alarms: In the interest of public safety and fire prevention, the Irving Fire Department is providing and installing smoke alarms for homeowners at no cost. To receive a free smoke alarm, download the application online and return to Irving Fire Administration, 845 W. Irving Blvd. Rental property tenants are not eligible for this program. Memorial Day Service: Honor Irving veterans at a Memorial Day Service hosted by the Veterans Memorial Park Committee at 2:30 p.m. May 29 at the Irving Central Library, 801 W. Irving Blvd. Following the service, a reception will be held at Veterans Memorial Park, 644 Rock Island Road.
 
 
Trash Collection Holiday: In observance of Memorial Day, there will be no residential trash, curbside recycling or brush collection on May 30. In addition, the following facilities will be closed:
  • City Hall
  • Heritage and North Lake aquatic centers
  • Hunter Ferrell Landfill
  • Irving Arts Center
  • Libraries
  • Recreation centers
  • Recycling centers
 
All offices and services will resume normal business hours on May 31.
 
 
Fix-a-Bull Clinic: Irving Animal Services, in conjunction with Respect a Bull Inc. and the Humane Animal Rescue Team, is hosting a free spay and neuter clinic for 50 pit bulls in Irving. Pets admitted to the clinic also will receive a rabies vaccine, city license and microchip at no cost. A mandatory class will be held at 10 a.m. June 11 at the Irving Animal Care Campus, 4140 Valley View Lane. Pet owners must demonstrate proof of Irving residency. Spaying and neutering will take place June 16. To make an appointment, call (817) 487-2226.
