On Tuesday, January 21, 2025, just before 2:00 a.m., Garland Police responded to reports of a gunshot wound at an apartment complex in the 4500 block of Chaha Road.
Officers arriving on the scene found a woman in the parking lot suffering from a gunshot wound. She was transported to a local hospital, where she was later pronounced deceased.
Preliminary investigations revealed an altercation in the parking lot involving a male and two females. During the dispute, the male, identified as 39-year-old Robert Ray Kelly of Dallas, shot one of the females. Kelly fled the scene before officers arrived.
The identity of the victim is being withheld pending notification of family. Police believe the incident to be isolated and are continuing their investigation into the circumstances surrounding the shooting.
Authorities are asking for the public’s help in locating Kelly. Anyone with information regarding his whereabouts is urged to contact the Garland Police Department at 972-485-4840. A reward of up to $5,000 is being offered for information leading to Kelly’s arrest.
