The Arlington Police Department has released body-worn camera, dashboard camera, and surveillance footage related to an officer-involved shooting that occurred on January 10, 2025, at a title loan business in the 600 block of W. Pioneer Parkway. The footage is available on the department’s YouTube channel, though age restrictions may require users to sign in to view it.
The incident began at approximately 6:46 p.m. when officers were dispatched in response to a 911 call reporting an armed robbery in progress. A passerby observed two individuals, possibly armed, entering the business and contacted police.
Surveillance footage revealed that 37-year-old Kelvin Bivens entered the business first, pointing a handgun at four employees and instructing them to get on the ground. He was followed by 38-year-old Kevin Lewis. The suspects rummaged through drawers and employees’ belongings before binding the employees’ arms and legs with tape and moving them to a back room.
Officers arriving on the scene established a perimeter. Those covering the back of the business knocked on the rear door, announced their presence as police, and used their vehicle’s PA system to call for the suspects to surrender.
Kevin Lewis exited the back door and fled on foot, while Kelvin Bivens fired shots from behind the door. Two officers returned fire, prompting Bivens to retreat inside. He later attempted to exit through the front door, where officers took him into custody without further incident.
All four employees were safely removed from the building. Although shaken, none were injured. Neither suspect nor any officers sustained injuries during the exchange of gunfire.
Kelvin Bivens was charged with Aggravated Assault Against a Public Servant and Aggravated Robbery and is currently in the Tarrant County Jail. Kevin Lewis, identified as the second suspect after further investigation, was apprehended by the U.S. Marshals North Texas Fugitive Task Force on January 23, 2025, in Arlington. He was charged with Aggravated Robbery and is being held at the Arlington City Jail.
Both criminal and administrative investigations remain ongoing. The two officers involved in the shooting were placed on administrative leave per department policy but have since returned to duty.
