Celina, Texas – The Celina Police Department announced a significant update in the ongoing investigation involving William Caleb Elliott, 26, a teacher and coach with Celina Independent School District. Elliott was first taken into custody on October 3, 2025, and charged with Invasive Visual Recording, a state jail felony. On October 9, 2025, he was again arrested for Possession or Promotion of Child Pornography, a second-degree felony.
Following witness accounts provided by students and others to the department’s Criminal Investigation Division, investigators obtained a new arrest warrant on the evening of Thursday, November 6, 2025. Early Friday morning, Elliott voluntarily turned himself in to the Collin County Jail, where he was booked on an additional charge of Sexual Performance of a Child, a second-degree felony.
According to Texas law, Sexual Performance of a Child occurs when an individual intentionally or knowingly causes a child under 18 years of age to engage in sexual conduct or sexual performance. The statute specifically criminalizes acts that visually depict a child’s lewd exhibition, including requiring victims to be naked or partially clothed.
The Celina Police Department emphasized that this arrest represents the continued efforts of the Criminal Investigation Division to protect students and the broader community.
