City of Bedford Resets Bedford Commons Plan, Ends Original Partnership, Moves to City-Led Development Plan

BEDFORD, TX - The City of Bedford is taking a new approach to the future of the City-owned Bedford Commons property, announcing it has mutually agreed to end its original development partnership with Midway Development Group.

City officials say the decision was made after extensive review and reflects a deliberate shift meant to protect both the long-term success of the site and the City’s financial interests. All City funds spent so far have gone toward site assessments, feasibility studies, and development preparation. Those materials and work products remain fully owned by the City.

Location and Scope of the Property

Bedford Commons encompasses approximately 30 acres, with a 16-acre core development area. The site is generally located between E.M. Bilger Boulevard and Parkwood Drive, south of Bedford Road and north of L. Don Dodson Drive. The property has long been viewed as a key opportunity for future growth and community amenities.

Why the City Is Changing Course

According to City staff, market conditions have shifted significantly since the original development plan was created. Rising construction, labor, and financing costs have made new commercial projects more difficult to launch. At the same time, many retailers and restaurant operators have become more cautious about committing to large investments in areas that are still building traffic and customer volume.

City leaders and Midway Development Group explored several funding and partnership options to overcome these challenges. Ultimately, officials determined that moving forward would require the City to provide higher levels of financial support for commercial construction and tenant rent assistance than it was comfortable offering.

Rather than advancing a plan that carried increased financial risk, the City chose to pause and rethink its strategy.

A New City-Led, Phased Development Strategy

Under the revised approach, Bedford Commons will move forward as a City-led, phased development. This structure allows the City greater control over how and when the site develops, rather than being driven by short-term market pressures.

Officials say the phased model will allow infrastructure improvements and amenities to be planned more intentionally and implemented as conditions allow. The long-term vision for Bedford Commons still includes a mix of residential and commercial uses, along with community-focused amenities that residents have requested over the years.

Residential Development to Come First

The City plans to begin with residential development on the eastern portion of the property. This first phase will consist of single-family homes, not apartments. Details such as home style, pricing, and the total number of homes will be determined after the City selects a residential development partner.

City officials say starting with housing provides a stable foundation for the site. Residential development brings consistent daily activity and helps establish a built-in customer base that can support future restaurants, retail, and gathering spaces as later phases move forward.

What Residents Can Expect Next

While vertical construction may not begin immediately, City leaders say progress will continue behind the scenes. Planned next steps include continued site planning, infrastructure preparation, and pursuing required FEMA approvals that could otherwise delay future development.

The City will also move forward with selecting a residential builder for Phase I. Over time, as the Tax Increment Reinvestment Zone accumulates additional funding, Bedford will be better positioned to support later commercial phases without overextending public resources.

Looking Ahead

City officials acknowledged that Bedford Commons has been discussed for many years and that residents are eager to see tangible progress. They emphasized that the reset is intended to ensure development is financially responsible, sustainable, and beneficial to the community in the long run.

The City says it remains committed to the long-term vision for Bedford Commons and will continue to provide updates as each phase of the project advances.
