DALLAS, TX - On January 14, 2026, officers with the Dallas Police Department Homeless Outreach Team (HOT Team) and Northeast Patrol carried out a joint operation at a vacant apartment complex in the 9600 block of Forest Lane.
The investigation revealed that a known suspect had returned to the property after previously being formally trespassed. Police say the suspect changed locks on multiple vacant units and began illegally charging people to stay inside them.
During the coordinated operation, officers simultaneously cleared 11 apartment units and safely took the primary suspect into custody without incident. William Reed, 50, was arrested and charged with Criminal Trespass, a Class B misdemeanor.
A second individual, Jasmine Landrum, 41, was also located at the scene. Officers reported that Landrum attempted to conceal a glass pipe on her person. She was arrested and charged with Criminal Trespass, Possession of Drug Paraphernalia (Class C misdemeanor), and Tampering or Fabricating Physical Evidence With Intent to Impair, a third-degree felony. Officers also recovered a large machete and a plastic imitation firearm during the investigation.
Following the arrests, officers remained on scene while property management secured the vacant units. Northeast Neighborhood Police officers will continue working with management to prevent similar incidents in the future.
