Addison Sex Trafficking Investigation Ends with Federal Prison Sentences

Addison, TX — A years-long human trafficking investigation that began in Addison hotels has led to federal prison sentences for two men connected to a transnational trafficking operation.

According to the Addison Police Department, the investigation began in November 2023 after detectives noticed an increase in prostitution activity at several hotels in the city.

Working alongside Homeland Security Investigations, Addison detectives uncovered a criminal organization that trafficked women from Eastern Europe and Russia. Investigators determined the victims were transported through Cuba and Mexico before being brought to the Dallas area.

During the investigation, detectives identified four victims of human trafficking along with two suspects connected to the operation.

Authorities identified the suspects as Vali Sattarov and Daniil Li, who were associated with Bubala Café & Grill. Sattarov owned the restaurant, while Li worked there as an employee. Investigators determined that some of the trafficking victims were also employed at the restaurant.

Both suspects were arrested on May 10, 2024.

The case concluded earlier this year when both men were sentenced in federal court. On February 17, 2026, Sattarov was sentenced to 63 months in federal prison after being convicted of money laundering and importation of an alien for immoral purposes.

Li was sentenced to 18 months in federal prison after being convicted of importation of an alien for immoral purposes.

Addison police officials credited the success of the case to the partnership between local detectives and federal investigators.  Homeland Security Investigations also assisted in the investigation.
