IRVING, Texas — An Irving police officer arrested a 60-year-old man Monday, February 16th, after he was accused of secretly recording video up a woman’s skirt inside a retail store.
According to police, officers were dispatched to the Ollie’s store at 3538 W. Airport Freeway after a 911 caller reported a disturbance involving a man taking “upskirt” photos.
When the officer arrived, multiple witnesses were detaining the suspect, identified as Ruperto Miranda-Chaparro, in the parking lot. The female victim remained at the scene.
The victim told police she was shopping when she looked down and saw Miranda-Chaparro’s hand holding a cell phone between her legs, recording under her dress. She said she slapped him and screamed. As Miranda-Chaparro attempted to flee the store, a male witness forcefully detained him, seized his phone and held him until officers arrived.
Miranda-Chaparro was taken into custody without further incident and booked into the Irving Jail. He is charged with Invasive Visual Recording.
Online rercords show that Miranda-Chaparro currently resides in southeast Fort Worth, but has previously lived in Irving and is originally from Aguada, Puerto Rico.
