Two Arrested After Suspect Fires at Dallas Officers in Oak Cliff

DALLAS, Texas — Two suspects are in custody after gunfire was exchanged with Dallas police officers early Sunday morning in Oak Cliff, authorities said.

The incident began around 2:07 a.m. on March 22, 2026, as officers were investigating a vehicle crash at the intersection of Jefferson Boulevard and Plymouth Road. During the investigation, officers heard gunshots coming from a nearby parking lot in the 2600 block of West Jefferson Boulevard.

According to police, surveillance video showed two men outside a business firing guns into the air at separate times. One man entered the driver’s seat of a gray pickup truck, while the other got into the rear passenger seat of a black sedan.

Officers ran toward the parking lot and observed the black sedan leaving the scene. Police said a passenger in the vehicle pointed a firearm out of the car and fired toward officers. Officers returned fire as the sedan continued eastbound on Jefferson Boulevard.

Bystanders alerted officers to the gray pickup involved in the incident. Officers attempted to stop the truck, but it fled the scene.

Frank Williams and Antonio Hernandez Rivera

Investigators later identified the suspects as 42-year-old Frank Williams and 20-year-old Antonio Hernandez Rivera. Williams, who was driving the pickup, was charged with one count of Deadly Conduct. Hernandez Rivera, identified as the individual who fired at officers from the sedan, was charged with two counts of Aggravated Assault Against a Public Servant.

Both suspects are in custody. Detectives also recovered a black Glock 17 handgun believed to have been used in the shooting.

Police said it does not appear anyone was struck by gunfire during the incident.

The Dallas Police Department’s Special Investigations Unit is handling the case, as is standard for officer-involved shootings. The Dallas County District Attorney’s Office will conduct an independent review, and the Office of Community Police Oversight has been notified.
