At the Fort Worth City Council meeting on Tuesday, January 28, 2025, the approval of a Memorandum of Understanding (MOU) between the City of Fort Worth and the Fort Worth Professional Firefighters Association, International Association of Fire Fighters Local 440, marked a significant step in the integration of Emergency Medical Services (EMS) into the Fort Worth Fire Department (FWFD). The MOU amends provisions in the existing Collective Bargaining Agreement (CBA) ahead of the planned transition in July 2025.
Key aspects of the MOU include the provision of civil service status to former employees of MedStar, with their primary duties being emergency medical technicians (EMTs), paramedics, and telecommunicators. The agreement also outlines a new disciplinary framework, including treatment and counseling for fire department personnel dealing with alcohol or substance abuse issues.
The MOU, which was ratified by Local 440 membership on December 13, 2024, will be in effect until September 30, 2026. It sets the stage for a more unified approach to emergency response, combining fire and EMS services under the Fort Worth Fire Department for greater efficiency and coordination.
“This MOU is a crucial step toward a seamless EMS transition, ensuring high-quality patient care and operational sustainability,” said Valerie Washington, assistant city manager. The dissolution of MedStar and the shift to FWFD’s oversight aims to strengthen the city’s EMS system and meet the growing needs of Tarrant County residents.
