Two Arrested in Fatal Crash as North Richland Hills Police Uncover Racing Involvement

On October 30, 2023, a crash claimed the life of 21-year-old Gavin Owens. Two arrests have now been made in connection with the incident.

Joseph Branscomb, aged 30, and Robert Obrien, aged 38, both residents of North Richland Hills, have been charged with Racing on Highway with Death, a second-degree felony. The arrests come after initial witness reports and on-site evidence suggested that excessive speed played a role in the fatal crash.

Following a meticulous investigation by the North Richland Hills Crash Investigations team, evidence surfaced indicating that Branscomb and Obrien were engaged in a race along Davis Blvd near Northeast Pkwy just moments before the tragic event.

Taking responsibility for their alleged involvement, both Branscomb and Obrien voluntarily turned themselves in at the North Richland Hills Police Department. Subsequently, their bonds were set at $35,000 each.

The case has now been officially filed and accepted by the Tarrant County District Attorney's Office.
