IRVING, Texas — The Irving Police Department’s Vice Unit conducted a targeted prostitution enforcement operation on Tuesday, February 24, resulting in 11 arrests connected to prostitution and solicitation offenses.
The operation comes during National Human Trafficking Prevention Month, which focuses on raising awareness, education, and prevention efforts related to human trafficking. Police emphasized that enforcement actions continue year-round because prostitution investigations frequently uncover trafficking victims.
During the operation, undercover officers posed both as customers seeking escorts and as escorts advertising services online through websites commonly used to arrange paid sexual encounters. Officers utilized multiple Irving hotels to identify individuals allegedly attempting to pay for sex and also conducted “outcall” operations, where suspects arranged for escorts to travel to customer locations.
Investigators additionally targeted massage businesses suspected of operating as fronts for illicit sexual activity.
According to police, 11 individuals were arrested:
-
Six were charged with solicitation of prostitution.
-
Five were charged with prostitution.
Authorities said five of those arrested are undocumented immigrants and Immigration and Customs Enforcement (ICE) has placed immigration holds pending deportation proceedings.

Police noted that prostitution enforcement efforts are often tied to broader anti-trafficking initiatives. The U.S. State Department estimates more than 27.6 million people worldwide, including individuals in the United States, are victims of human trafficking.
Recent North Texas cases highlight the issue, including a Dallas Police rescue of a teenage trafficking victim last year.
Dallas Police / Federal Human Trafficking Investigation (2025)
In September 2025, federal agents working with Dallas-area law enforcement executed a criminal search warrant at a Dallas strip club suspected of human trafficking and illegal employment activity. The operation resulted in 41 arrests, including dozens of individuals believed to be working illegally at the business. Investigators seized cash and business records while working to identify potential trafficking victims connected to the operation.
Arlington Police “Operation Safe Stage” (2025)
One of the region’s largest recent trafficking investigations occurred in Arlington, where the Police Department’s Human Exploitation & Trafficking (HEAT) Unit dismantled an alleged prostitution and trafficking enterprise operating out of the Chicas Locas adult entertainment club.
Irving Police Prostitution and Anti-Trafficking Operations (2025)
Irving Police have also conducted repeated vice operations tied to human trafficking prevention. In October 2025, Irving officers arrested 10 individuals during a prostitution sting. In September, 2025, Irving Police officers arrested two for forcing an Arkansas woman into prostitution.
Why Police Tie Prostitution Stings to Human Trafficking
Investigators consistently stress that prostitution enforcement is rarely limited to misdemeanor activity. Many cases uncover:
-
Organized criminal enterprises
-
Exploited or coerced victims
-
Drug trafficking or money laundering connections
-
Immigration violations tied to trafficking networks
Regional and federal task forces now routinely coordinate operations across cities because trafficking operations frequently move victims and offenders between jurisdictions.
All individuals arrested are presumed innocent unless proven guilty in court. The Dallas County District Attorney’s Office will review the cases and determine prosecution.
